The Philadelphia Office of Property Assessment (OPA) is expected to release 2025 real property values within the coming weeks. The deadline for filing property tax assessment appeals in Philadelphia is Monday, October 7. No appeals can be filed for 2025 after that deadline, except for late-year purchasers who have a limited extension.
For all Pennsylvania counties outside of Philadelphia and Allegheny, the deadline for filing 2025 tax assessment appeals is August 1. Those appeals will be heard by October 31, 2024, and decided shortly thereafter. Therefore, it is important to retain an appraiser as soon as possible for out-of-Philadelphia appeals. There likely will be substantial delays in scheduling Philadelphia cases.
As you may know, local school districts may also appeal tax assessments on the basis that a property is under-assessed, and ask that the assessment be increased. If you receive notice from a school district that they filed an appeal, you need to defend against it.
If you believe your property is materially over-assessed or received a notice of a school district appeal of your property tax assessment, please contact a member of our tax appeals group to discuss how to move forward.
For more information, you can attend or watch our CLE, “Philadelphia & Suburban Pennsylvania Real Estate Tax Appeals: What to Know as Filing Deadlines Approach,” presented by Larry Arem, Matthew McHugh and Michael Phillips on Tuesday, June 18.
If you don’t have an hour to watch the program (below), here are the TL;DR versions covering the suburban and Philadelphia processes.
